From France to South Australia
Two decades of construction engineering across three countries, building the expertise that JCY brings to every project.
Jerome Coly began his construction engineering career with Razel-BEC in France, working on major civil engineering and bridge construction projects. This foundational experience in French infrastructure delivery established the technical rigour and construction methodology discipline that defines JCY's approach today.
Relocated to Morocco with Freyssinet, one of the world's leading post-tensioning and specialist structural engineering firms. Delivered bridge construction and post-tensioning works across North African infrastructure programs, gaining deep expertise in prestressed concrete structures and international project delivery.
Moved to Adelaide to lead Freyssinet's South Australian operations. Managed post-tensioning construction and project delivery across multiple bridge and civil infrastructure projects, establishing the local relationships and project track record that anchored JCY in the South Australian market.
Joined the Torrens to Torrens (T2T) Alliance as Design Manager for bridge construction and post-tensioning. Embedded within York Civil's team, coordinating between Aurecon design, DPTI governance, and site construction crews on the $896M motorway project.
Construction Manager on the Gateway South (Darlington Upgrade) project for Laing O'Rourke. Led structural work packages including FRP installation, fascia walls, noise walls, and bridge works across the Southern Expressway interchange. Managed services relocations for SAPN, Telstra, and SA Water within live traffic environments.
Dual role as Contract Manager and Construction Manager for structures within the Gawler Rail Electrification Project (GREP) Alliance. Managed interfaces between ACCIONA, Siemens Mobility, Tonkin, and DIT across the $715M rail corridor upgrade.
Construction management for structural and marine works at the Osborne Naval Shipyard, supporting Australian Naval Infrastructure's continuous shipbuilding program. Delivered construction within a high-security defence environment.
Construction verification and bridge engineering support for the Department for Infrastructure and Transport's ongoing bridge renewal and remediation program across South Australia's state bridge network.

Jerome Coly is the founder and principal engineer of JCY Construction Engineering. With a Bachelor of Engineering in Road and Bridge Engineering from ESTP Paris and over 20 years of construction experience, Jerome brings a unique combination of French-trained engineering discipline and Australian construction delivery expertise.
His career spans Razel-BEC, Freyssinet, York Civil, Laing O'Rourke, ACCIONA, and direct engagement with DIT and ANI -- building bridges and infrastructure across three countries.
