20+ Years of Construction Engineering
From civil engineering in France through specialist post-tensioning in Morocco to major infrastructure delivery in Adelaide -- a career built on site, not in the office.
Started his construction engineering career on major civil works in France. Gained foundational experience in bridge construction, earthworks, and infrastructure delivery within one of France's established civil engineering contractors. Developed the site-based engineering discipline and construction methodology approach that defines his professional practice.
Relocated to Morocco with Freyssinet, the global specialist in post-tensioning and structural repair. Led project delivery for bridge construction and post-tensioning operations across North African infrastructure programs. Gained deep expertise in prestressed concrete structures, strand stressing sequences, grouting procedures, and international project management.
Moved to Adelaide to manage Freyssinet's South Australian operations. Delivered post-tensioning construction and project management across multiple bridge and civil infrastructure projects in the Adelaide region. Established key relationships with local contractors and government agencies that anchor JCY's presence in the South Australian market.
Embedded within the $896M Torrens to Torrens Alliance as Design Manager for bridge construction. Coordinated between Aurecon's design team, York Civil's construction crews, and DPTI's project governance. Managed post-tensioning design interfaces, construction methodology reviews, and technical submissions across multiple bridge structures.
Construction Manager for structural packages on the Gateway South (Darlington Upgrade) project. Led delivery of FRP installation, fascia walls, noise walls, retaining walls, and bridge works across the Southern Expressway interchange. Managed SAPN, Telstra, SA Water, and APA Gas services relocations within live traffic environments.
Dual role within the $715M Gawler Rail Electrification Project Alliance. As Contract Manager, managed commercial and contractual interfaces between ACCIONA, Siemens Mobility, Tonkin, and DIT. As Construction Manager for structures, delivered bridge modifications, platform works, and structural construction across the rail corridor.
Construction management for structural and marine works at the Osborne Naval Shipyard precinct. Delivered construction within a high-security defence environment supporting Australia's continuous naval shipbuilding program.
Independent construction verification for DIT's ongoing bridge renewal and remediation program. Assesses contractor methodologies, witnesses hold points, reviews ITPs, and ensures construction compliance across the state bridge network. Provides technical advisory on bridge engineering and structural construction matters.
Founded JCY Construction Engineering Pty Ltd to provide specialist bridge and infrastructure consulting to government agencies, Tier 1 contractors, alliances, and joint ventures. Delivers construction methodology, design management, verification, and project management services drawing on two decades of hands-on experience.
About Jerome
Outside of infrastructure engineering, Jerome is a dedicated family man based in Adelaide. He enjoys spending time with his family, supporting his children through school and their sporting activities, and making the most of South Australia's lifestyle.
An avid traveller, Jerome's career has taken him from France to Morocco to Australia, and he continues to explore new places with his family. His international background is reflected in his language abilities: Jerome is fluent in both French and English, with working notions of German and Spanish.
This multicultural perspective -- combined with experience working across French, Moroccan, and Australian construction cultures -- gives Jerome a natural ability to communicate across organisational and cultural boundaries, a skill that proves invaluable in alliance and joint venture delivery models.
